Singapore’s Health Sciences Authority (HSA) revised the Voluntary Notification System (VNS) for Complementary Health Products (CHP), replacing the previous HSA’s review process with a company self-declaration process, effective 15 July 2026. Under the revised self-declaration VNS process, companies remain responsible for ensuring that their products continue to meet the required safety, quality and labelling standards.
The key revisions to the VNS process are summarised below:
– Companies responsible for placing the products in the market to notify HSA based on their self-assessment that the products comply with the required safety, quality and labelling standards. No supporting documents are required to be submitted to HSA for verification at the time of notification.
– The notification form has been simplified to include only the essential information required for supply chain traceability and post-notification checks.
– Companies may notify products containing ingredients not in the pre-approved list of ingredients. However, companies are to submit the relevant documentation to HSA for the ingredient’s safety review before the product is published on HSA’s website.
